Use a searchable list to help people discover and navigate to one destination in a large collection. It is not a combobox, listbox, menu, or replacement for a form select: results are ordinary links.
Prefer a focused full page. A dialog can work when people should remain in their current context, provided the same destination is available without JavaScript.
